.. I did 4 stolen recovery inspections last week and no one asked me to quote the keys. Maybe the panel beaters are getting a better deal?
Maybe the panel beaters did a home invasion and have the keys :p

From what’s been said, I’d guess you delete all keys from RFA and BCM (not sure of procedure). Then you’d program the key you have as the master key (in BCM key memory 1 or whatever it’s called and then into RFA).

That is Correct,

Delete all the Existing Keys in the BCM and RFA, as the Procedure is in the BCM Menu, and includes the RFA unit.
[Well it is in the Autel Unit I use]
It has a Timer of 10 minutes to time out to start the Programming Feature.

With any Key you have on Hand, you need to program it as a Master [Key1],
Then It askes for a Second Key [Key 2] to be Programmed in.
[Hence the Reason you normally get 2 Keys]
It takes all of about 1/2 hour,
But,
If you lose the master Key, and wish add a new one,
The BCM askes for you to inset an existing Working Key [eg: Key 2] and it will go through the procedure and add the 3rd Key in the BCM,
Then you will need to add it in to the RFA.
This takes about 10 minutes.

I went to a local locksmith who spoke to the Holden shop and the only reason it cost Holden so much is because they could only get a remote key but because I only needed a key with a chip, Holden is going to program in the codes and it all cost me $120 from the locksmith he gave me a deal they needed 2 keys to replace or reset the ecu
