Anyone know why my vx headlights are stuck on as soon as I start the car, they turn off when the cars off but are always on when the cars on?

Is it an ex Telstra or fleet vehicle by any chance ?
Telstra vehicles were setup so the headlights came on as soon as the car was started
This was done as part of the companies own safety measures
