Control arm light question - i think its a relay

I recently got another control arm casue my old one snapped at teh switch and ive hooked it up and now i have one light on "the left" and my right indicator on for my low beams and high beams.. the right light has failed.. but the indicator doesnt act as a light when its in park..

So i placed my old one back on and made a temp connection with some metal but i still get the same effect.. ive tested my fuses and even done a point test on the fuses using the digimeter just to make sure and the fuses r working..

I guess it could be a relay or possible the recent bad ass rain NQ has cop'd in the last month which might be wet wiring??

Has this happen to anyone before?

it is very common for the tail lights to fill up with water when it rains, this can cause some issues, mostly blown globes though.
