Holden suggests that if the air is stuck on windscreen then there is likely to be a vacuum leak.
A vacuum gauge is used to test this.

Leaks can occur in a lot of places in the HVAC. Most of the actuators can only be accessed by removing the HVAC from the car which means degassing the AC, removing the enitre dash assembly including steering column and then, finally, the HVAC unit.
