    It was an idler pulley, emphasis on WAS!!

    Loosen tension bolt then take the bolt out of the centre.

    nah looks like the bearing have given up the ghost and the friction of the belt has melted the plastic idler pulley. You will need to replace the pulley and the belt. Probably be a good idea to change all the idler pullies at the same time, you can buy kits off ebay fairly cheaply. Gates make good belts etc.
