when brake is Not applied 2 cotacts will be open circuit (these 2 are the brake light circuit) and 2 contacts will be closed circuit (this is the cruise enable circuit)

yep pedal at rest there should a circuit and brake applied switch opens but there are 2 brake switches in a cruise circuit and it goes in and out of the same terminals of each switch.Actual brake light contacts on one of those switches are setup the opposite to the cruise ones so when you push on the pedal the circuit is made and the brake lights come on..
