Look, the point is I don't get why you would think using a torque wrench would somehow make it easier to get a bolt undone. You need more leverage or to put your back into it.

A piece of water pipe is lot cheaper. If its a metre long, has a lot more leverage (if you have room).
Yeah but even then you want a strong head on your short breaker or it can snap or bend.
Thing these days with a lot of modern engines only torque up fairly low but then you get out the breaker bar to turn the extra 1/4 turn. I know you can turn the torque wrench right up but like mentioned most are ratcheting. And with the load on the bar i wouldn't want go the last bit using my TW. It's enough to stretch a hi-tensile head bolt, I wouldn't risk it, going all the way or undoing head bolts but that's just me.
My bar has plenty of leverage, i snapped a 14mm hi-tensile suspension bolt with it.

Careful of your torque wrench. Don't wreck it on her pushie - you may need it to remove Alloytech cylinder heads, instead of a breaker bar.

My cigarette lighter socket won't undo with a 25 mm open ender. The manual says it should only be finger tight. Would it be safe to use my torque wrench after I strip out the dash to get it behind there?
