before u start ripping anyhting out, check that the VAC lines are all right
it's in the engine bay, from the air box area, you'll see a black tube
one end runs under the car and into a big ball (VAC tank) and the other end runs to the throttle and branches to throttle and into the car

i had the same prob (blows to feet) and i took the entire dash apart. wasn't the problem, but it totally screwed me up

so beware!

Ye, Nick is right, i would bet its vacumm. Im pretty sure the VN has a vacumm operated switch, you know the level switch, it operates a vacumm switch in the back and then feeds vacumm to the different suction doovers lol.
I had to replace that little part on the switch that all the vac lines go onto.
But hell it could be a few things behind there. one word of warning but, if you do it yourself and try to fix it, make sure the vac lines go on exactly the same place as it can be a real pain getting it all working properly again
