Checking the video, definately sounds like a worn bearing.

You can check with the engine running, place a long handle screwdriver into the stationary bolt head, and listen, if it sounds rumbley that'll be the one to replace, you'll know when you listen to them all to compare

Try putting the AC on and see if the pulley noise goes away.

All the pulleys and belts should line up,
It sounds like a fault if they do not line up,
Can you post a photo of the miss-aligned pully ?
Never heard of sand paper to polish the belt, in actual fact its probably damaging it,
It may need replacing,
Otherwise Dry Lube is the best option, and the Belt doesn't dry out either.

Just like that on the tensioner’pulley ,I can see it shifted a little to the left from the naked eye.

It is not from worn bearing ,because i spary some water on the belt the noise will stop 1 min.

There is someone not right there,
As there is a lot of Belt Rubber on the Alternator and Heater fittings.

Could even be the Alternator Bearings,

If you replace one bearing,
"you do them all"
Because sure as eggs, another one will fail at the most in convenient time.

This is the rubber left over after I sanded the belt,I tried to replace the alternator, the situation is still the same.

Did you replace the alternator with a new or different one? I had a similar issue when I got a replacement alternator for my VX from the wreckers.
It had VT painted on it. I wasn't sure so I asked the wrecking guy. "Yeah mate their all the same". No, it wasn't. The pulley sat back about 3 or 4 mm from where the VX one sat. So I swapped pulleys. For some reason they weren't interchangeable (a long time ago now).
Eventually bought a proper one from ebay (yeah, as proper as ebay parts are).
The best way to silence noisy (properly aligned) belts is a spray called "Belt Dressing". Kind of like spray honey. Works a treat, and (unlike soap, filing, silicone spray etc) it increases the stickiness.
