My VT had the same mirror problem.
It was caused by dirty electrical contacts & I fixed it permanently.
Sorry to say I can't remember if it was the 4 way switch in the door inner trim panel or the contacts in the mirror itself but I was able to disassemble the offending item.

I think the window is a separate problem. Sounds like the relay is operating OK. (clicking sound)
Perhaps dirty output contacts within that relay. Try switching that relay over with another similar relay.
Also check that you've inserted your fuse/relay fully.
It all costs you nothing.

If it's happening to both mirrors....I'd say switch.
Pull out the switch and clean with contact cleaner or replace.

If it's only the driver's side window that's faulty, it wont be the fuse or relay, as they control the whole system.
I'd say the problem lies some where in the driver's side window assembly.
May be faulty motor, dirty contacts, seized widow glass on the guides, seized regulator etc.

Also check the loom that goes from the body to inside the door.
They have a reputation of braking and fraying wires, with the constant opening and closing of the doors.
