You tried Holden Spare Parts? :p They'll be able to tell you if you can get them, then dont buy them from them, call wreckers!

By spotties, i guess ur talking about foglights. U can cut out a section on the front bar so they'll fit, u can do that.
Driving lights u can buy from any auto store, i had driving lights fitted to an early car of mine, i bought a unibar which mounts where ur number plate sits & then fitted the lights to this..

Keep in mind there is a diffrence between the two, ppl seem to get them confused with each other.

    Here is a pic

Then he is after Foglights. I always associate spotties with driving lights.

It is quite simple to mount the lights on the underside of the reinforcement bar using L shaped brackets. All you need to do is make sure you position the lights the correct distance from the centreline of the car, and the correct height, to align with the cutouts in the bumper facia. Then, once the lights are mounted, cut the holes directly in front of the lights.

I reently converted my VY 2 Berlina lower grille to a VY2 Calais. Unfortunately, the design is completely different and I should really have obtained the VY 2 Calais bumper facia as well.

This meant that my factory fog lights had no mounting points, as they were mounted on the original Berlina grille.

By using the method above, I was able to re-mount the lights so that they were centred in the openings in the Calais grille.
