ecotec HELP lifter takes a long time to prime and oil drains back after engine is off. Is this normal?

I've just had my eco striped to the block for the second time in a year and I'm starting to lose my marbles:confused:. Pulled the rocker cover of to have a look at the oil flow, and one of the lifters takes a LONG time to prime when you start it, and when you turn it off the oil drains back out of the rocker cup down the lifter... its only one of them. Is this normal?? I started and stoped it three times to make shore it kept doing it and it did.
I cleaned and primed the lifters before assembly.
Makes me think the valve in the lifter is stuck... But they are new crow cams lifters so I don't think they'd be broken from factory. I don't really know how lifters work tbh.
Any help is appreciated

Pull it out and clean it again, chances are there is still some debris in there.

Are these new lifters from the ones that got contaminated when the timing chain tensioner failed?

Are those Crow lifters stock replacements or anti-pump up lifters?

If they are the anti-pump up type they may require a different pre-load (less) compared to the stock lifters so you may need different push rods to get the pre-load correct.

no the lifters are bran new and are standard replacement.
