Fitting Vt Steering Wheel Air Bag

Can anyone tell me what's involved in changing over my steering wheel air bag. I have a problem where only in the cold winter mornings the horn on my car goes off for no apparent reason. Spoke to the local Holden Dealer who informed me that the problem was that the cold weather causes the vynal padding in the air bag assembly becomes compressed in time, which causes the horn contacts to touch.

Back of the wheel is 4 t30 torx bit screws recessed into the wheel. Disconnect the batt if you are going to remove the bag!!!!!!!!!!!!!!!!
