Prob best to get a new one. Once a clip is broken then repairing it, will never regain its original strength!

Depends on what 'clip' you have actually broken.

Have you broken the things that are part of the bumper or have you broken the plastic clip thing that is attached to the car?

Post some pics up so we know exactly what has been broken

Honestly I have never seen that part break before. Normally the clip that the screw goes into pops out instead.

Try plastic welding, it may work. Other than that find a decent second hand bumper or live with the damage.
Or you could make a bracket that screws it all together.

There's no way I'd scrap the whole bumper for that little piece. It should be easy to reconnect to the bumper. It was probably only glued or heat welded on at the factory anyway. Give it a try with epoxy adhesive, but not the five minute variety. Remove the screw holding it to the inner guard lining, clean it up and cement it in place and leave it for 24 hours before trying to re-attached the inner guard.
