New bumper cover won't fix it. If it's sitting too proud then adjustment is the only way to get it closer, believe it or not.

Ok, I'll take your word for it. I'll do some adjusting, hope it works.

Also make sure the corner clips have not broken.

Not sure how I can adjust it. Where the bumper meets the guard, buts up perfectly om both sides. Where could I adjust it?

Loosen the bumper reo bar bolts, there's four and see if it will tilt back.
