You don't need "the tool" to undo the hose from the fuel filter. You squeeze, wiggle and pull.

I had a hell of a time getting mine off too and bent a tang because I thought I needed to use the tool as well. Consequently it leaked when I replaced the fuel filter. I replaced the hose (a "U Pull" style wrecker just gave me the hose, pump to filter hose that is, after I removed it) but you could use clamps.

Push hose connector towards the filter, squeeze the two tangs then pull away from filter. Some force might be required. Don't forget to de-pressurise the fuel system first.

Clean any dust/dirt off as best you can then blast with WD-40, makes it much easier.

Looks like someone attacked it with multigrips or something. The tangs don't stick out very far anyway so try squeezing where the tangs should be.

Provided you have the correct tool (for the size of the filter pipe), push the tool into the fitting, then push the fitting and the tool towards the filter and then pull back in the opposite direction. Usually works first time. When you replace the new fuel filter, put some engine oil on both ends of the filter that fits into the connectors. That will make it easier to disconnect next time.

I did my filter like a month ago, you don't need the tool, i wrestled with it but eventually got it off. Don't be gentle but be careful about your movements because you don't want to wreck the line.
