That's the OBD (on board diagnostic) plug. Where scan tools, such as the Tech 2 plug in.

Yes thanks lout, took me a while to figure out it was the whole big wide panel under the steering wheel (I was looking for something smaller), of course the hinges broke when I took it off (brittle heat affected plastic)

Thanks lout, that's good to know. Perhaps I shouldn't place too much credence on what the Holden service CD says. It's caused me concern a couple of times now.
