The on position is not accessories so yes lights on and if you don't sort out the fob you will need to keep waiting till the led light stops flashing ever time you want to start it, so either get a PCM with fob with the same serial or buy the one like the utube video or go to holden and pay a fortune for one. Or even try changing the battery over in your fob, my bet get the plug and play and keep the original PCM.

Oh and if it wont start after the led light goes out I be looking at the blade in the ignition barrel to see if its twisted, you said you replaced it but if its a cheap copy it might be weak.
