Handbrake not effective in reverse

My handbrake cable is adjusted so that the lever comes up to about the correct height when it is put on but it has very little effect against stopping the vehicle rolling backwards. It will lock up the wheels when going forward though. Has anyone had this problem and found a solution?

I have the same problem, but as my car is manual i just leave it in gear. I would like to know how to fix it though.
