Do you have dual zone climate control?
It is only just cropped out of the image.

Goin by the image,
You have Dual Zone [system] activated, but Air-conditioning is turned off,
Press the Zone Button and it will change from "DZ" to "SZ" [Dual Zone to Single Zone]
Then press the Air Conditioner Button to turn the A/C on, select "SZ", then adjust the Temp accordingly,
If that doesn't work,
Reset the HVAC system,
If that doesn't work, as Fu Manchu mentioned above, there could be issue with one of your actuator's.

If switch on the air condition button the air will becomes cold and i already changed to single zone and the same issue one side is heating and the other is not .

Try this.

Relearn Air Actuators

Have Air Con off.

IGN on, push and hold the rear demist button for about 5 seconds, you should hear all the actuators start moving.

Remember to turn the rear demister off, if you happen to turn it on.
