how do I remove the heater hose that goes from the engine to the on off tap ( plastic tap broke off inside rubber pipe)

Pair of pliers, squeeze the clamp to move it along the hose, then remove the plastic bit.

Common fault due to age/heat,
Remove the hose clamp, as above ^^^
pointy nose pliers is best to remove the tap barb in the hose.
When fitting a new tap, use a [little] bit of gasket cement on inside of all the hoses,
they slide on easily, and will make sure they seal well, and then fit the hose clamps.
Taps are readily available on eBay, and reasonable priced inc postage.
