Help needed 308 manifold

Hi fellow holden lovers I've purchased a 308 from a hq that was in parts its been cleaned up and have new parts put back together but haveing a bit of confusion with the 4 barrel manifold all lines up without gasket but as soon as o put gasket in. I can get most bolts it but not 3 of them. What could be the reason for this and how to resolve

Has the block or heads been decked?

Poor mans solution would be to enlarge or slot the manifold bolt holes, port alignment probably will be off a bit or possibly find thinner gaskets.

Better solution would be to have the manifold machined.
