Have you checked the fuses?
I found this bit of info that might help:
"When you flash the high beams it doesn't actually send power through the high beam fuse or relay. It simply parallels the highs and lows together And everything is fed through the low beam circuit. Your high beam fuse could be blown and flashing will still trigger them but they won't stay on."
Maybe get a new relay to try if the fuses are good, and make sure it's the correct part.
