The broader question is what the hell was a learner doing driving unsupervised? Is this common or becoming common?

I am aware of a couple of instance in the last year of unsupervised learners driving around. In one of those examples, one of my son's classmate drove to school unsupervised and picked up his mates (including said son) and drove into town. The school called the police and the only action I heard taken was that he was fined rather than having his permit cancelled.

I was in a carpark and a unsupervised learner reversed into me at a rather high speed. I believe that the learner panicked and hit the gas pedal instead of the brake
A carpark is not the road wspecially a private carpark = rules are different you would think.
