'Hooning'?

Just stumbled across that video. I cant find any real evidence of hooning? Is it just my p plater vision blocking obvious hooning or am I right in questioning this guys definition of what justifies labeling someone a hoon ? Would be interested to read peoples thoughts

Who the hell stands in the bushes filming random people, Hooning to the guy filming is this:
a) wearing a green p plate
B) beeping their horn

and he is wrong about illegal use of horns - Horns are to be used when warning someone of your approach - I predict they know he's hiding in the bushes anyway...
