to what extent should I sand back a 2nd hand bumper ready for a panel beater to spray a new colour on it, to save on cost is what i'm thinking. or is it better to let them to do the whole job so the quality is better?

Well it's argueable but in your case I would say if you're after quality let them do the whole job simply because you don't really know what you're doing. In saying that I also don't know what I am talking about.

they tend to get a bit shitty when you do labour yourself and they end up charging you extra for the rest of the job anyway cos' they make their money on labour. you will get comments like "you shouldnt have touched it cos we had to do extra work on this this and this now and had to charge extra to do it" so TBH it will work out to be the same, but less work for you to let them do it.
