Go into your user control panel and click on edit signature. Right at the bottom there should be a little section of the page saying "Signature Picture". You can upload a picture there that can be chucked into your signature. Get to that bit first then ill explain the bit how you get it to link to somewhere.

Yeah for some reason, it seems some people can and some people cant. I know for sure donating members can, but I know of a lot of non donators who have it in there to. Try uploading the picture to an photo uploading website like photobucket, an just using the IMG codes.
The only members with sig pics that are NOT donating members, are ones that had the sig pics up before it was brought in. AFAIK they can't be changed, only removed, until they donate.

Theres a member in the Vic Section who hasnt donated and has just recently added his signature so im not sure. My signature thing was always screwy before I donated somedays I could change it some days I couldnt.

i think you also need to donate i certain amont cause i donated but it still won't let me put a photo sig up, anyone know how much you have to donate?
