How much is a VF commodore worth (2013- 2016)?

Red book prices say maximum range of $11,800 for 2014 MY 2014 and max range of $15,000 for 2016 MY 2016. The dealer prices for 2016 MY 2016 listed on car sales tend to be $17,000 - $20,000 for a car with more kilometres than in red book.

How much should I offer the dealer for one of these cars ?

Depends on what variant you are talking about because a vf evoke is a hell of a lot cheaper than a ssv redline.

The 11k price sounds like the price for an evoke or an early sv6 with high km..

Have a look on carsales. You can add a car to your 'garage' (need to signup). You can then put in your details and odometer and it'll spit out a private sell price. Work off that :)

WHICH SERIES AND VARIANT EXACTLY?

You offer what its worth but generally a dealer is not often going to take 2grand less than the listed price especailly without a some back and forth.

Is is cheaper than others already? does it have reasons why its cheaper? Can you get those looked at included in the agreed price?

Dealers do sometimes play games with pricing, for example I bought a $17k-ask 6-month-old Jazz for ~$14k (think it was $14.2) over the ‘phone from a country dealer for my sister, and they’re not exactly an unpopular car. That didn’t involve any haggling, it was just me calling & offering what I thought it was worth.

Red Book & Glass’s are always low according to sellers. They’re always high according to buyers. The Carsales data that snortings mentioned comes from one or the other.
