How tight do you tighten urethane sway bar links?

Can't find a straight answer on this do you tighten until they are only just snug as in until you cant turn the washers anymore? or do you tighten until they start to compress and bulge? I tightened until they were snug and could no longer turn the washer but when i had the wheels fully turned i noticed the bushings were at an angle and not sitting flat like when the steering is straight is that normal?

stabiliser bar nut specified torque 13 nm 16 nm
stabiliser bar ball joint 45-46 nm
