the following is when the steering column has been removed from the car follow the instructions for the lock cylinder only you DO NOT need to remove the steering column!
1. remove steering wheel
2.lower column cover
3.indicator switch mechanism
now the igniton lock cylinder

also you may need to break the slot with a screwdriver, and press th clip with a piece of hacksaw blade or paper clip or similar.

I am not sure about the horn other than, that fuse is the brake light and electric aerial fuse also. you could try the horn relay in the fuse box.

if that is the case then it would have to be the single wire behind the horn pad or the springs behind there take it off again and just check it all looks ok
oh and also maybe check the contacts on the back of the steering wheel (you know the round copper strips) maybe they got a bit of grime on them when you removed the wheel.

hey guys,
Just wanted to kno, the technique that youv posted up is only possible via having the previous key, turning onto ON and then removing the ignition barrel, wat about if you lost the key? How do u get it to on to take the barrell off?
