thank you for your help. 2 questions.
1. the surface is at like 2 different heights, (high where coating is still attached and low where coating is gone) so if you just paint it i assume you would see these 2 different heights. how do i achieve a nice finish?
2. who would be best to get to do this?

You'd need to sand them back so they're one level, or at least blended so you don't have a jagged join - wet sanding would probably be best for this. You won't need anything too harsh. 1500 or 2000 grit will be fine, and won't leave any trace marks to show through when you reapply.

plasti dip would be the DIY option. You can pick it up from autobarn in a rattle can for not much. Mask up and spray away.
