I tightened my rocker bolts at TDC on each valve, no spring compression. I can't work out if this is what you did? Sounds like it might be ok anyway?

I figured on any given cylinder, when one valve is open fully (e.g intake valve) then the other (exhaust) would be completely closed and vice verca. I'm not sure how to get TDC on a particular valve, this way just seemed easy. Correct me if it's wrong though, but it seemed to work perfectly.

I went to the valve when it just cracked open, then backed it off until there was no load on the rocker and the valve was closed. Then I measured preload and tightened to the correct torque. Sounds similar to what you did. I measured preload as I had problems with my rocker install. But the issue ended up not being the rockers in the end.
