Best way to check if the throttle plate is closing is to disconnect the cable/s.... Dont loosen the nuts holding the throttle and cruise control cables. Just disconnect the cable at the butterfly link. One just snaps off the other has a sliding link thingy.
When I clean my throttle body or remove it, I just disconnect both cables from the butterfly link, and remove the three mounting nuts from the cable mounting bracket. Take the whole bracket off. No need to mess up the cable adjustments.
That vacuum hose that goes to the drivers side of the engine is the charcoal cannister purge line. You can see the cannister solenoid at the drivers side rear of the engine, just below where the fuel lines come in. If you need to know what that all is, Google it. Too much to explain here.
