And in NZ where revenue gathering is paramount and we have a 4km tolerance by the police we have had 200+ crashes since the start of the holiday season.

Funnily enough if you were to start giving people the option to choose whether to speed or not by removing speed signs for example, then after a while most would choose a speed suitable to the conditions.

There would be no rules for speeding so people would choose a suitable option.
Works with a lot of things. Human Psychology is a funny thing.
