Is it dirty fuel?

My vr 5speed has been sitting there for over a year with less than 10 litters of fuel, now I'm getting her back on the road I put 20 litters in it. When I drove her she was fluttering like the it isn't getting fuel. Because it sat there for so long has the fuel gone rotten and will it fix it if I fill the tank, put engine cleaner with the fuel and change the fuel filter?

sitting for so long with bugger all fuel wouldn't be too good for the pump.
however I would drain the fuel & put fresh stuff in for the initial testing as the fuel may be off after so long sitting.

my vk was sitting scince 99 with next to no fuel and i started it up drove home last year
(fuel return line snapped on the way tho)
then it started spluttering
changed the fuel filter and its all good

Yeah I'm planning on changing the fuel filter so it should be sweet!
