2011 VE Omega Series II, seems theres an oil leak and this looks like it could be a culprit

Area needs a bit of a clean.
degrease the whole area then it might reveal all

Nope. It is not for anything. All it is, is a brass nutsert pushed into the plastic of the valve cover.
These motors are fitted to a great many vehicles around the world, so on some other car, it's used for something.

Not sure what type of degreaser to use (would bendix brake cleaner be fine?) so I just gave it a solid cleaning with paper towel, I've done it twice and eventually I notice the area is wet again.. Is it possible that the cap isn't sealed correctly or even the "neck" that goes into the engine is somehow worn?

Brake cleaner is for brakes while degreaser in a can is for.... wait for it... degreasing things ;)
Probably not a good habit to mix different sprays like brake cleaner, MAF cleaner, contact cleaner, degrease, etc unless tours a chemist as some if used incorrectly can cause issues :oops:

As for your oil filler cap weeping, I’d think if oil is weeping out of the oil filler cap that would mean the internal block pressure is not being relieved by the PCV system so leaks out where it can. As such, I’d check the PCV valve and clean it. Also, V6’s are known for crappy PCV system and many owners drill the valve hole slightly bigger to allow the system to breath better. Some also plumb a catch can into the system.

The O-ring looks to be there although it is grey.

The cap inside it while/cream plastic colored

I'm a chemist :)
And brake cleaner is too strong for some plastics so is a bit risky in the engine bay. If you have to use it, wash it off quickly and don't scrub it too hard!!
