local council here charges anyone who has a vehicle with dual wheels to use the public dump ... council told me to remove each outside wheel from my rear duals .... but can doing this do any harm to the rear wheel bearings ? .

it's almost definitely against vehicle regs. but in practice, you could (and i'm guessing) get away with it if the rear isn't loaded up (like when you're off to the tip...).
