Lowering 25-30mm legal with ESC

Hey guys just been told that lowering a car with ESC is illegal according to the NOCP i thought the ruling was for 100mm minimum height but seems not? They say the ESC wont work if it is lowered from factory spec.
I thought the ESC would be more effected by power than the suspension? ###n confusing ****.
Anyone shed any info

Every State publishes on line their regulations relating to vehicle modifications. It is all there if you bother to look it up and read through it.
