how much would lowering my vt commodore cost
would i need new shocks as well im hoping to go pretty low

yeah just over 1000's for parts and labour, but if done RIGHT a bit more.

lowered struts/shocks/springs- monroe on ebay sell a lowering set for 650$. and GSR on here has sets for a bit more than that.
strut top mounts and bearings- 160$ for nolathane/whiteline set or 100 for a cheapy set
and a camber kit- 160ish for a 4 point one.

and so so many more things you can change for a better ride, but i wouldn't lower a vt without what ive listed.
