LS1 Pod Filter, Is This Setup Roadworthy in Vic?

Hi people i got hold of a cheaper vu ss ute and had no reg or rwc

its had a muffles tune through a pod filter setup, would this pass a roadworthy in Vic?

also if i have to put an airbox in for the rwc how terrible will it run?

the only way a pod filter will pass rwc here in Vic is if the filter is secured to chassis like the Air Box is even though the piping to the pod is solid the filter still must be secured

Last time my airbox got blown apart from a backfire as its on gas because of a bad plug Supercheap told me to put a pod on until I found out the same about not being road worthy in Vic. Pretty stupid as it is attached to the throttle body. So I paid 20 for a new secondhand box.
