Sounds like an earthing issue, you might have to hunt thorough your wiring harness and check all the earths to the body.

Horn on my ute is underneath the drivers side headlight.

have you installed led indicator globes by chance?
are the stop/tail globes the correct double filament globes and installed correctly?

Apparently, a sign of the "fast indicator syndrome", is low current draw.
This can occur with a bad + or - connection.
It's usually, (but not always) associated with a bad negative or positive connection and/or corrosion at the globe.
Or one or more of the globes is of a lower wattage.

A low wattage globe will draw less current than the others and upset the whole circuit.
Check the globes are seated correctly and that there isn't any corrosion in or around the globe socket.

Do you have a trailer plug?
Sometimes, the wires on the back of the plug become frayed, or the terminal connections can become loose
and the wires can short out on each other.

Change your tail/brake globes they are back to front on the pins.
Could be the case.
But they would have to be put in with force, as the pins are off set.
The globes only go into the holder one way.
