Does anyone know how to fix this?
I put in a new belt tensioner pulley and it still is making the noise

There are a couple of other idler pulleys or it will be one of the other ancillaries. Take the belt off and turn them all by hand or listen through a length of pipe to isolate where it's coming from.

As above _R_J_K_ mentioned, it could be a another pulley
On the other had, place some dry lube on the belt, or some rubber grease ;)
You say your in Victoria,
Hmm were, its a big state ,
because if you indicate a specific location,
Other members may be able to assist.

vs commodore
WD 40 be your friend spray each idler pulley around the centre till the noise disappears or quietens down, then you will know the one.
