Check the Fan Relays.
The relays are controlled by the BCM, with an extra signal from the ECU for high speed.
Relays are cheap, fit new ones first.
If the low speed relay is not switching on, there is a fault with the relay, or the signal from BCM.
If the high speed relay is not switching on, there is a problem with the ECU
At the fan motor, there are 2 wires, Orange with a blue trace, and Blue with a yellow trace. 12V fed into the blue/yellow wire will give low speed, and into the orange/blue wire will give high speed.
There are also 2 black wires for ground, 12 V fed into those will give a smoke, light and sparks show, so be careful

Agree with Bluey but instead of buying new relays just swap with identical relays nearby to check if OK. You can also set up a manual switch by tapping into the hi or low speed relays to switch them on but that presumes that the wiring is OK which in your case it seems as though something is wrong. Check those 2 black wires on the fan - make sure they go to earth although if disconnecting the temp sensor turns them on it would indicate they are OK.
Good Luck.
