Any light that obstruct the drivers view is illegal.
Any Red or Blue light is illegal unless it is an emergency vehicle.
Any light facing forward other then driving lights are illegal.

There are a few more that I don't remember, plus they have a tendency to vary from state to state.

The Road Safety (Vehicles) Regulations require a vehicle to comply with the
Australian Design Rules (ADRs).
ADR 13 sets out the lighting requirements for vehicles.

The ADR does not make any provision for additional lights apart from those
specified in the rule to be fitted to a vehicle. Additional lights that
are specified and allowed by the rule include complying driving lights,
stop lights, tail lights and clearance lights but do not include underbody
neon lights.

Therefore neon lights are not permitted by legislation and should not be
fitted to a vehicle used on the road.
