ok thanx for all of the reply's fellas, been a bit busy not getting on here so will try and answer the questions i was asked.

STEALTHY: location is in the middle of vic. might be worth looking into, good to save a few $$$.

Tom_1569: budget would be around 1500 - 2000.

vy_storm: the old one was a dell, believe the mother board was what stuffed up and was unable to be repaired. thinking back was around 4-5 yrs old.

It probably wont be used outside of the house, so as sugested will lean towards at desktop, and just use the old laptop for holidays etc.

As for custom build, i would have to listen to you guys there, because ive really got no idea about the inside of a computer lol, so would probably be easier to just buy a brand name computer?

thanx again guys.

Mid vic? Would that be Bendigo area?

1500-2000 is very realistic budget for what you want, not today as its been a long few days but I will throw some system specs you can get for that price, as a custom PC builder, to give you an idea and compare against brand name PC's.
Are you only wanting a new box? or other components? preference of Operating system?

A brand name PC is definitly the easiest solution as in you walk in, have little decissions to make, hand the cash over and come home. BUT it is definitly not bang for buck or a way to get the best system.

brand name pc's are generally overpriced for what hardware they have inside them.

Yeah, screen, keyboard, mouse, printer etc.

Any ideas on the sort of screen you want?

Yeah Operating system is Vista, also thinking about, which version of Vista, like Ultimate, Business, Home premium, Home basic etc, or XP

Don't waste time with a laptop, totally useless for anything other that emails and the Microsoft suite.

we build our computers ourselves, so much cheaper than buying already built + you get to put in it what you want - all the good fast stuff.

Heres just a quick run through from a custom build, all at cost price though, most custom PC builders wont put a markup on parts or a very little markup, but will cost you the time to assemble which is about an hour and maybe another hour to install windows if needed.

Motherboard: ASUS P5QL-SE
CPU: Intel Q9550
RAM: Kingston DDR2 1066mhz 4gb (2 X 2gb)
Hard drive: Western Digital 1Tb Sata
Rom Drive: DVD Writer - Pioneer 216
Case: Collermaster 330-334 (could only price with the crappy OEM PSU today, but it would be 15-20 bux cheaper without one)
PSU: Coolermaster Extreme 650W
Graphics Card: 512mb 9600GT ASUS OR 1gb 9800GT Gigabyte (add $78)
Operating System: Windows Vista 64bit Home Premium OR Windows Vista 64bit Ultimate (add $128)

Monitors: BenQ 21.5" 2ms WS Full High Defnition E2200HD OR BenQ 24" 5ms WS G2400WD(add $77) OR BenQ 24" 24" 2ms High Definition WS E2400HD (add $101)

As a basic system it would be $1592 at cost price.

PSU = Power Supply unit, the OEM ones are pretty crappy and I wouldnt recomment using one)
WS = Widescreen.

Hope that gives you some insight.

id change the cpu to something like a q8200, and then overclock it to a higher speed. this means more performance for a lower cost. with the money saved on that, id suggest grabbing a HD4850, and if your gonna get the 24" monitor, the 1gb 4850 is a must (if your gonna be playing games). out of those monitors you've listed, id go for the g2400wd.

Using the Q8200 and over-clocking to try and get similar results to a Q9550 is just stupid. You save about a 100 bux, but you wont get the same speed and reliability you would with the Q9550. Its a hell of a lot of over-clocking, and the CPU will not be stable or reliable. He will run into heat issues, and end up spending the 100 bux saved on cooling equipment, or replacing failed CPU's or Motherboards, its not worth it. No offense to the OP but he seems like a fairly basic home user, I dont think he has the knowledge to be fiddling around with over-clocking to begin with, which is why I have gone with a fairly basic system that would last him for atleast 3-5 years, which is all Id ever expect out of a PC, but even more basic home users can keep them until they fail.

Those Graphics cards you suggest are AGP not PCI-E, so Im not to sure why you suggested them, at a home user aspect it is cheaper to use PCI-E as it offers more then enough for any home user, or gamers.
