All recalls are safety based and by definition are not minor issues. In this case, as stated, a rear ending can cause seat base failure and occupant injuries. Hardly a minor issue if you’re injured though I’d only impact a minor number of vehicles.
In my opinion, about the only recall that a lay person could conceivably call minor is when a safety sticker or warning has not been included on something it should have been placed on. As a hypothetical, if Holden didn’t put a ‘temporary use only’ sticker on a 8.5” wide full sized alloy spare wheel that came a vehicle having staggered 9” rears 8.8” front rims, such would be a bureaucratic error but still a safety issue so a recall will result.
