I had a Harrier service carried out by my local dealer in Dec 2017. This is also named an interim service and it cost me $250 all up. Now the dealer is telling me they won't carry this out any more and only the log book services.. Is this across the board and anyone else have the same issue?

I assume he just means an additional service on the vehicle in addition to the stock log book services. It's probably little more than an oil and filter change, under hood inspection to check other fluid levels and an underbody inspection which you can have done anywhere.
The dealer must be doing well, with the workshop overloaded with bookings, if the business can afford to turn away paid work.

no idea what is called a Harrier Service.. but if you are talking interim services
find another dealer or mechanic

my dealer has no problem doing a service at MY intervals .. and not per the service book
