Noise under Inlet Manifold

Have you tried starting it , I’d say it’s the injectors priming

Injectors priming? Are u sure?
Unplug your IAC plug then try if it goes away then maybe its stuck.

than whats that hum i hear as soon as i turn my ignition on in both a v8 and 6? its sure not water from window washers

Only time I hear a hum is when I start the car..

Humming could be your fuel relay or even the ABS but the noise should stop within 15sec, but if its your fuel pump and its that loud I would be replacing it.
