Painting Wheels with outer studs

Just wondering what the go is with these outer star pattern Allen key things and how I’d go painting with them bought the wheels cheap and they look f*cked in person photo makes em look great

looking for cheapest option without paying someone, painted my old wheels and they looked great

are they 2 piece or 3 piece and is it doable to take apart
