Power Steering Fluid Out Drivers Side Steering Boot '99 VT

Hi picked up a cheap '99 VT series 2 commodore and have noticed that theres no power steering happening. After filling up the power steering ressi and firing up the car i turn the wheel far left far right then have a look under the car only to notice the whole lot has pissed out the drivers side steering boot, i have bought a new steering rack for it but is that what it is? Also the front drivers side tyre is set forward by about 10-15mm but the passanger side sits well centred and help would be appeciated....

Ha yeah looks ok under there no glaring or obvious issue nothing looks bent can only be one of a couple of things in that area, car runs ok picked it up for $600 so if I have to spend $1000 I'd say I'm still doing ok...
